Pay Your Water and Sewer Bill

Payments are due in the office 16 days after the bill date. Failure to receive a bill or notice or being out of town does not relieve the customer of their responsibility to pay the bill.  Please notify Billing Services if you are having problems receiving your bill.

If your water is shut-off due to non-payment, a non-refundable fee of $25.00 will be added to your account.

Ways To Pay

We offer multiple ways to make your payment. Choose which option works best for you. 

Online

Pay your utility bill conveniently online by setting up an account.

What You’ll Need:

  • Your account number
  • An email address
  • The amount of your last payment (For new accounts, enter $25.00 as your last payment amount.)

Steps to Set Up an Online Account:

  1. Visit the Payment Portal.
  2. Select "Utility Billing."
  3. Click "Sign In or Sign Up."
  4. Choose "Register."
  5. Enter your information and click "Register."

To Make an Online Payment:

  1. Visit the Payment Portal.
  2. Select "Utility Billing."
  3. Sign into your account.
  4. Click "Pay Bill."
  5. Enter the payment amount and confirm your payment.

Fees for Online Payments:

  • Credit Card:
    • $1.25 Incode Fee
    • 2.95% Processing Fee
  • eCheck:
    • $1.25 Incode Fee
    • 0.50% Convenience Fee
    • $0.50 Transaction Fee

Automatic Bank Drafting

Enjoy hassle-free payments with no associated fees!

What You’ll Need:

  • A voided check or a letter from your bank with account details.
  • A photo ID.
  • A signed bank draft form.

This service can be set up online, in person, or via email. Contact the Billing Services Office for assistance.

Pay by Phone

Make a payment over the phone using your debit or credit card. Simply call 1-855-336-4984 to complete your payment.

Fees for Phone Payments:

  • IVR (Interactive Voice Response):
    • $1.25 Incode Fee
    • 2.95% Processing Fee

Text to Pay

Get a message when your new utility bill is ready and pay through text.

Steps to Enroll by Phone:

  1. Call 1-855-336-4984.
  2. After confirming your payment amount, a prompt will ask if you would like to enroll in Text to Pay.
  3. Accept enrollment.
  4. Receive a welcome text and reply Verify to complete enrollment.

Steps to Enroll Online:

  1. Visit the Payment Portal.
  2. Log in by selecting Sign In/Register in the top right-hand corner.
  3. Check the box to "Enroll in Text to Pay" on your account homepage.
  4. Complete enrollment and receive a verification text message.

When your new bill is ready, you’ll get a text with your account number, payment amount due, and due date. Reply Pay to complete your payment using the card you set up.

In-Office Payments

Make your payment at the Utility Billing Office in City Hall (weekdays, 8 a.m. to 5 p.m.) or at one of our convenient drop box locations:

  • The back parking lot at City Hall
  • The front doors of City Hall

Fees for Credit Card Payments In-Office:

  • $2.00 Minimum or 2.95% Processing Fee

Disconnections

Water service will be disconnected for the following reasons:

  • Nonpayment of bills
  • Returned bills that were unable to forward
  • Returned checks
  • Falsifying billing information
  • Illegal use of water
  • Refusal to allow the water department to inspect your meter, yard, or building.
  • Non-compliance with city rules and regulations

To have service restored, the account balance must be paid in full plus a minimum administrative fee of $25.00. For reconnection after normal business hours, an additional overtime charge of $150.00 will be added to your account.

Illegal Tampering

The City of Mt. Vernon strictly prohibits tampering with sewer manhole lids or turning on/off any fire hydrants, water valves or water meters and removal of lockout devices that have been installed by city personnel. Violators are subject to a minimum fine of $50.00 and will be prosecuted under applicable laws,
